THC grew out of a vision shared by longtime U.S. Representative Marcy Kaptur who believes Toledo needs more local ownership of affordable housing.  All too often, large out-of-town investors purchase local housing units with the goal of making a profit rather than a long-term commitment to the individuals or communities they impact.
